A new vision for agriculture

Towards regulation for the dairy sector

On Friday 26 March, outside a conference of dairy sector experts in Brussels, the European Commissioner for Agriculture, Dacian Ciolos, promised that a series of measures to help milk producers would be drawn up ‘before the end of the year’. Judging that there was no need to wait for the reform of the CAP after 2013, he stated that these measures would be drawn up on the basis of the conclusions of the group of top level experts set up since the dairy crisis of autumn 2009 and due to report in June.

This announcement follows on from the measures decided upon by the European Commission because of the economic conditions during the crisis in late 2009, when 300 million euros of special aid was released to support European producers who had been severely hit by the collapse in prices. But this time the European Commissioner for Agriculture intends to implement ‘longer-term measures’. Given that the budget leaves no room for manoeuvre ‘they will not be budgetary measures but regulatory measures,’ he explained.

This is good news for the dairy sector which has been one of the hardest hit by agricultural price volatility. Let’s hope that the improved situation on the milk markets observed recently will not induce political decision-makers to minimise the necessary regulation of the sector, which is cyclically exposed to danger due to the chronic instability of prices.
