The Human Rights Council reaffirms its commitment to fight against hunger

13 April 2009

During its tenth regular session, which took place on March 2–27, 2009 in Geneva, and following the presentation by the United Nations Special Rapporteur on the right to food of the conclusions of his report on the Doha cycle, the Human Rights Council passed a resolution reaffirming its commitment to improve the exercising of the right to food.

Recognizing "the negative impact on the full enjoyment of the right to adequate food of insufficient purchasing power and of increased volatility of prices of agricultural commodities on the international markets", the resolution reminds that "80 per cent of hungry people live in rural areas, and 50 per cent are small-scale and traditional farm-holders, and that these people are especially vulnerable to food insecurity, given the increasing cost of various inputs and the fall in farm incomes." The resolution concluded that "support by States for small farmers, fishing communities and local enterprises is an element key to food security and provision of the right to food."

Although this resolution does not take concrete positions regarding the need for regulation and international action, it nonetheless confirms the increasingly widespread awareness on the need to support agriculture to meet the imperatives of food security. This awareness should lead as soon as possible to actions of the international community.
