Rising Prices for Agricultural Raw Materials: Europe Fears "Global Food Crisis"

14 April 2008

On April 8, European Commissioner for Development Louis Michel stated, "A world food crisis is emerging, less visible than the oil crisis, but with the potential effect of a real economic and humanitarian tsunami in Africa."

Michel's fears are already taking concrete form, with rising prices for essential staple foods having triggered a series of riots and outbreaks of violence in many countries over the past several weeks, particularly in Africa.

The European Union is not alone in expressing its concern. On April 13, World Bank President Robert Zoellick estimated that 33 of the world's countries were likely to experience social tensions because of rising food prices.

According to Louis Michel, Europe must keep its commitments for food aid while being governed by the decisions of its member states, to whom it has sent a "truly urgent appeal" to provide the solutions required in such a critical situation.

Although the European Union has already increased the proportion of the European Development Fund (EDF) devoted to agriculture for the period from 2008-2013, it is nonetheless clear that the impact of volatile prices for agricultural raw materials on the global food balance requires a concerted management effort by the member states, as well as the implementation of regulatory mechanisms for the international agricultural markets.
