Madrid Summit : little progress

02 february 2009

The UN conference on food security which took place in Madrid on Monday 25th and Tuesday 26th of January, ended up with no concrete progress showing. Although the international community seems to have become conscious of the urgency in the world food situation and of the worsening effects of the financial crisis on mal-nutrition figures, results are meagre : the “Madrid declaration” signed by the approximately 100 participating countries merely alludes to a vague “global alliance for agriculture, food security and nutrition” project, which could be formally introduced at the next United Nations Food and Agriculture Organisation summit (FAO).

As for boosting agricultural production in poor countries, the international community is far from having respected its promises made in Rome last June, to the great displeasure of the FAO’s General Manager. Spain is the only country which committed to paying one billion euros over a 5-year period to « help the most vulnerable countries » as the Head of the Spanish Government, José Luis Zapatero announced it. And yet, experts estimate that 25 to 40 billion dollars per year would be necessary to eradicate hunger in the world…

While a new food crisis is threatening more and more, the failure of the Madrid Summit, which opened in the light of international cooperation, is a bad omen for the future. How many World Summits will be necessary for the international community to reconsider world governance?
