such as health, development, strategy and defense. Its objective is to promote regulation

Farmers’ Income Once Again Hostage to Markets

The French Agriculture Accounts Committee indicates that French farmers’ income dropped by an average of 15% in 2008, the result of soaring production costs and plummeting production prices. The Committee, which met on December 16, 2008 to analyze French agriculture forecast, pointed out that if prices of agricultural products rose by an average of 0.8% in 2008, production costs increased by over 10% during the same year.

While the income slump for grain producers is particularly impressive (37%), beef farmers also record a decline of 32% and sheep farmers note a 10% revenue loss. This situation translates into worrisome prospects for agriculture.

The farmers’ income decline results from the hyper-volatility of agricultural prices in an environment marked by the successive elimination of regulating mechanisms. With farmers challenged by increasing difficulties because of declining prices of agricultural commodities, one can expect the implementation of governmental emergency bailout measures, as it was the case in the past.

Yet, these emergency policies ensue but do not provide real solutions to the global agricultural crisis. It is now urgent, not only to seriously consider an agricultural policy but to embark on the implementation of regulating tools without any delay. This will lead to the permanent improvement of farmers’ condition, and thus preclude costly and recurring crisis-fighting strategies that lack long-term goals.
