Biofuel Reshapes Latin America’s Agriculture

The recent soaring of oil barrel prices has generated new interest from quite a number of major agricultural nations, particularly in Latin America. Eager to redefine their energy strategies, these countries implemented programs to increase their agro-fuel production with incentives and tax breaks, making such investment especially attractive. Europe is not idle either, since it recently backed the January 2008 goal set by the Commission to raise to 10% the share of renewable energy in transportation.

This “green oil” rush does indeed raise some doubts. As mentioned in a recent report, the non-governmental organization Friends of the Earth indicates that increasing biofuel production entails, most of the time, the transformation of land currently dedicated to sustenance farming. This in turn brings up the matter of priorities given to farmland: at a time when world hunger is still omnipresent, it is indeed essential to measure the consequences of agricultural policy decisions that are guided by financial and energy interests.

It is all the more important since nothing guarantees that biofuel production will remain financially attractive: if oil continues to decrease at the past few days’ levels (30% since early July), biofuels will only be profitable if a costly policy of incentives and fiscal breaks is implemented, which would then introduce the issue of legality. This will be the case if the risks of biofuel-caused strains are substantiated.
